Tender for the Baltic Power Contract Engineer Service

The Baltic Power Offshore Wind Farm (OWF) is a project under development, located in the Polish Exclusive Economic Zone in the Baltic Sea. The offshore location license covers a total area of approximately 131 km2 and the buildable area available for installation of OWF components is approximately 100 km2. Offshore export cable route is located in Polish Exclusive Economic Zone, Baltic Territorial Sea and Internal Waters. Onshore part of the project is located in Choczewo Commune, Starosty of Wejherowo. Onshore export cable lines are located within the Choczewo Forest.

The expected installed capacity of Offshore Wind Farm is up to 1200 MW, consisting of 76 wind turbine generators. The WTG and OSS substructure types are monopiles. The Inter-Array Cables (IAC) network will connect each WTG in loops to the project’s Offshore Substations (OSSs). IAC voltage level will be 66 kV. The equipment specification assumes two offshore substations (OSS) with four export cable links running from the OSS(s) to shore, connecting the OWF through the project’s Onshore Substation (ONS) to the Polish transmission system.

The purpose of the Agreement with the Engineer is to establish a comprehensive, professional and effective supervision over the execution of the design works and Construction Contracts for all tasks within Baltic Power project, ensuring proper performance of all assignments under the Contract and the achievement of the planned utility and financial effects.

The project includes 7 separate construction projects under separate building permits:

  1. wind turbines and foundations
  2. inter array cables
  3. offshore substations
  4. offshore export cables
  5. onshore export cables
  6. onshore substation
  7. access roads

 

Interested parties shall be able to demonstrate the following capabilities to be considered for invitation to bid: 

In terms of technical or professional capacity Contractor shall provide and document experience:

  1. within the last 7 years before the lapse of the time limit for submitting requests to participate in tender procedure, and if the period of operation is shorter - within such period - in this period, it has performed jointly at least 1 service consisting in performing the function of the Contract Engineer including construction or reconstruction of HV substations 220kV and above and offshore hydrotechnical structures [preffered installation of foundation for WTG and OSS, installation of cables (IAC, EXC) installation of WTG and topside of the OSS].
  2. Contractor will present documents confirming that the works were performed properly, in accordance with the principles of good building practice and completed on time.

 

In terms of technical or professional capacity Contractor shall provide and document experience of each single person dedicated for execution of Contract: 

  1. Resident Engineer
  2. Deputy Resident Engineer
  3. Design solution verifier
  4. Investor’s supervision inspector
  5. Construction Manager
  6. Work Managers
  7. Specialist for settlement and administration 
  8. HSSE manager

Transition elements of the Baltic Power farm foundations from Polish factories finish production. Construction moves offshore in January 2025

Smulders' Polish factories are in the final stages of manufacturing the key foundation elements for the Baltic Power offshore wind farm. These are the transition pieces that will connect the foundations to the wind turbines. Once assembled, they will set off for the transhipment port. Already in the first quarter of 2025, they will be installed at the first offshore wind farm in the Polish part of the Baltic Sea.

Baltic Power launches call for applications within transitional compensation scheme for fisheries

Baltic Power, the project responsible for the construction of Poland's first offshore wind farm, has launched a call for applications for the Transitional Compensation Scheme aimed at fisheries who have carried out fishing activities in the area of the planned wind farm. This solution is transitional and will remain in force until the introduction of appropriate regulations governing the principles and scope of compensation payments between the offshore wind energy sector and the fishing industry. The annual compensation's amount will depend on the size of the vessel and vary from PLN 15,200 and PLN 48,700 each year.

Three Polish fishing vessels will support the construction of the Baltic Power offshore wind farm. They will start operations along with the beginning of the offshore installation works scheduled for early 2025.

A heavy-lift vessel has arrived in the Port of Gdynia, which will begin construction of the Baltic Power offshore wind farm in early 2025

A state-of-art vessel has arrived at the Port of Gdynia - the Svanen - a specialised heavy-lift vessel from Van Oord’s fleet designed for the installation of offshore wind farm foundations. This particular vessel that will start the first offshore wind farm construction in the Polish part of the Baltic Sea - Baltic Power - at the beginning of 2025.
