Baltic Power opens Poland’s First Offshore Wind Service Base
Baltic Power – a joint venture between ORLEN and Northland Power – has officially launched Poland’s first operations and maintenance (O&M) base dedicated to offshore wind projects. Located in Łeba, the facility will support the Baltic Power offshore wind farm for its entire lifecycle of approximately 30 years. It is already playing a key role in the ongoing offshore installation campaign.
Construction of the Łeba base began in January 2024 and was completed in February 2025. Spanning approximately 1,1 hectares, the facility includes a wharf equipped with two cranes, space for three to four crew transfer vessels (CTVs), a high-storage warehouse for essential equipment and spare parts, and workshops for service crews and technicians. The Marine Coordination Center, which is already operational during the construction phase, is also housed at the base and will operate around the clock.

“This is a moment of genuine joy for the entire offshore wind industry in Poland – now everyone passing the harbour channel in Łeba can see the fully operational infrastructure of an offshore wind farm. Declarations and plans turned into concrete actions and real facilities. Baltic Power’s base in Łeba will provide services, host vessels, perform maintenance activities to secure efficient and safe operations of the offshore wind farm. It will employ approx. 60 technicians and staff for around 30 years,” said Grzegorz Szabliński, President of the Management Board, Baltic Power.
Over the past several weeks, the base has been outfitted and prepared for daily operations. Vestas, the Danish turbine supplier, will be also responsible for serving the turbines in the coming years. Technicians and service personnel are expected to begin operations from the base later this year.

The construction of the Łeba base posed significant logistical challenges. We had to adapt an existing quay and promenade, traditionally used by residents and tourists, into a functional offshore wind support hub. Around 200 micro piles were installed, and the wharf was deepened by approximately one meter to accommodate up to four CTVs. Thanks to the dedication of our team, contractors, and the support of local authorities during the permitting process, we delivered the project on schedule, added Jens Poulsen, Project Director and Board Member of Baltic Power.
The Łeba base is now supporting offshore construction activities, ongoing since January 2025, approximately 23 kilometers off the coast. Foundation work including the installation of monopiles and transition pieces is currently underway. Installation of wind turbines and offshore cables is set to begin in the coming weeks. Onshore, construction of the cable routes and substation in the Choczewo commune continues on schedule. The commissioning of the Baltic Power offshore wind farm is planned for 2026.

The Baltic Power offshore wind farm is the most advanced offshore wind project in Poland and the first one to have reached the construction phase. In 2023, the project received a final investment decision (FID) as well as financing from 25 international institutions. Both onshore and offshore installations are underway at the moment. Baltic Power will be among the world’s first projects to install 15 MW wind turbines and the first Polish offshore wind farm operating in the Baltic Sea. Generating approximately 4,000 GWh of zero-emission electricity annually, Baltic Power aims to reduce CO2 emissions by around 2.8 million tons per year compared to conventional energy sources. Baltic Power farm will be able to cover 3% of the national electricity demand, which stands for the energy needs of over 1,5 million households in Poland.

Located in Łeba, the Baltic Power service base has been supporting installation work in a marine area covering over 130 km² for almost a year. The first recruitment process for the operational phase of the offshore wind farm, which will supply 3% of Poland's electricity, is now underway. Among others, offshore operations coordinators and energy infrastructure operators are being sought.

All foundations installed at the Baltic Power offshore wind farm.
Baltic Power, a joint venture offshore wind project of ORLEN Group and Northland Power, completed the main installation works of all 78 key elements of foundations - monopiles for turbines and offshore substations. Over 20 vessels and 500 crew members and contractor representatives took part in this part of the installation campaign.

Baltic Power launches second round of Transitional Compensation Payments for Fishermen
Baltic Power will begin a second round of compensation payments to fishermen under its Transitional Compensation Scheme. This next stage of the program continues the support launched in 2024, when nearly 100 eligible fishing vessel owners received compensation.

Baltic Power project – a joint venture of ORLEN Group and Northland Power - confirmed successful installation of the first three 15 MW turbines consisting of nacelles manufactured at Vestas’ facility in Szczecin. Installation of these nacelles marks a pivotal moment for the development of local content at the emerging Polish offshore wind industry. In total, 76 turbines will be installed on the Polish waters of the Baltic Sea with several nacelles coming from the Western-Pomeranian factory.
