PROJECT LOCATION
Baltic Power is located in the Polish Exclusive Economic Zone of the Baltic Sea, near Choczewo, approximately 23 to 34 kilometers offshore, covering an area of around 130 km². The infrastructure will partially overlap with fishing grid squares N7, N8, O7, and O8. The export cables transmitting energy to land will also pass through square O6. A total of 76 turbines will be installed, each over 200 meters tall and with a capacity of 15 MW, along with two offshore substations (OSS).

Offshore wind farms will be built in the Polish Exclusive Economic Zone of the Baltic Sea, within areas designated in the spatial development plan for regions such as the Słupsk Bank, Central Bank, and Odra Bank.

By 2030, these offshore wind farms are expected to supply 13% of Poland’s electricity, and 19% by 2040. In 2026, the first installations will begin power generation. Investments in the offshore wind energy sector, estimated at around PLN 130 billion, will contribute to the development of the national supply chain and to the creation of new, well-paid jobs.
PHASE I AND II OFFSHORE WIND PROJECTS

Fishermen operating in areas designated for offshore wind farms will be provided with specially designated corridors between the wind farms to ensure safe access to fishing grounds. These corridors have been planned to minimize the risk of collisions with energy infrastructure while maintaining access to traditional fishing areas.
WORKS AT SEA
Construction of an offshore wind farm is a multi-stage process that requires precise planning and coordination. On this page, you will find detailed information about the key phases of our project – from the preparatory stage, through turbine installation, to the connection of the wind farm to the power grid.
Familiarise yourself with the general work schedule to follow the progress of construction and learn when the wind farms will begin production of energy.
OFFSHORE WORKS
- During the preparation and construction phases of the Baltic Power project, the following types of vessels will be used:
- Vessels for survey and removal of unexploded ordnance (UXO)
- Installation and support vessels for monopile foundations and transition pieces
- Noise mitigation vessels, used to deploy and operate air-filled hoses to reduce noise pollution during piling operations
- Anchor handling vessels, used to drag multi-fluke anchors prior to cable laying
- Cable installation vessels
- Post-lay trenching vessels, used for excavation works after cable installation
- Crew Transfer Vessels (CTVs)
- Guard vessels
All vessels involved in the construction will be identified in accordance with the International Regulations for Preventing Collisions at Sea (COLREGs) of 1972. Offshore platforms will be identified according to the standard marking schedule for offshore installations. All construction vessels will be equipped with AIS receivers and transmitters.
During cable installation and heavy lifting operations, vessels will dispay “Restricted in Ability to Manoeuvre (RAM)” lights and shapes. They will broadcast warnings on Very High Frequency (VHF) channels to inform other vessels of their activities using ‘Securité’ messages when relevant to navigation. Communication between RAM vessels and the Marine Coordinator (MC) will be maintained throughout all operations.
- Construction Phase:
- Before construction begins, demarcation buoys will be deployed to warn sailors about the works taking place in the designated area. The positions and specifications of the buoys have been agreed upon with the Maritime Office.
- During the construction period, the Baltic Power project will be marked and illuminated in accordance with the requirements of the Polish Maritime Office.
- At the construction stage, 10 cardinal buoys will be placed around the construction area (2 to the north, 2 to the south, 3 to the east, and 3 to the west), featuring standard characteristics, colors, shapes, and top marks typical for cardinal marks.
- After the monopile splashdown, they will be transported to the installation vessel using tugboats. After the monopiles are installed, and before the connecting elements are mounted, there will be a period during which the monopiles remain unattended. During this time, they will be marked with temporary flashing yellow lights (FL Y 2.5 s), visible in a 360° range and with a minimum range of two nautical miles.
- Following the installation of the monopiles, the installation campaign of turbines, inter-array cables, and export cables will begin.


- Construction Site Organization
- Guard vessels and the Marine Coordination Center (MCC) will be responsible for monitoring the safety zones and can be contacted directly for guidance. During the activation of safety zones, guard vessels will be present on site 24 hours a day, 7 days a week.
- During the construction phase, Baltic Power will send weekly notifications about operations to relevant local and national stakeholders, based on a dedicated distribution list. This list will be regularly updated to ensure accurate contact information and to include all relevant entities. Each notification will contain detailed information about construction activities, which may include:
- Current operations
- Planned activities for the upcoming week
- Completed activities
- Construction status (e.g., installed, partially installed)
- Baltic Power will operate using two forms of communication – VHF and TETRA – between the MCC onshore and vessels and assets offshore. A communication mast will be installed at the Operations & Maintenance base in Łeba, and a communication container will be placed offshore at TP72. Both the mast and the container will provide VHF, TETRA, AIS, and 4G coverage for the construction site and the export cable route.
- This setup will ensure round-the-clock communication between all vessels and personnel working on the construction site and the MCC, as well as with other vessels operating in the area. TETRA (Terrestrial Trunked Radio) is a secure network used exclusively for critical infrastructure projects to ensure safe and reliable communication.
COMPENSATION – APPLICATION FORM
The Baltic Power Transitional Compensation Scheme, in place since 2024, was established in response to the absence of national regulations governing cooperation between offshore wind farm investors and the fishing sector. Work on these regulations is currently being carried out by the relevant state administration authorities. Once adopted, they will introduce uniform rules for calculating and paying compensation to fishermen for lost fishing opportunities, applicable to all offshore wind projects in the Polish part of the Baltic Sea.
The scheme is intended for fishing vessel owners whose vessels operated in fishing squares N7, N8, O6, O7, and O8 - covering the area of the wind farm and its cable connection - between 2018 and 2023. It applies to the wind farm construction period planned for 2025–2026. Under the scheme, tourist boat owners received a one-off compensation payment in 2025, while commercial fishing vessel owners will receive annual payments: the first covering November–December 2024 and 2025, and the second for 2026.
In 2025, nearly 100 shipowners received compensation payments after documenting their fishing activities in accordance with the scheme.
Call for Applications for Compensation Payments – 2026
This call is addressed to fishing vessel owners who conducted fishing activities between 2018 and 2023 in the area of the Baltic Power offshore wind farm including its cable connection (fishing squares N7, N8, O6, O7, and O8).
The compensation covers the entire year 2026, regardless of the month in which construction is completed. In line with the adopted rules of the scheme, should the relevant national regulations enter into force, Baltic Power will align its compensation system with the officially applicable regulations.
Shipowners who received compensation under the first compensation payment process for 2025 will not be required to undergo the full verification procedure again. As part of a simplified application process, applicants will be asked to submit the required declarations and powers of attorney, along with a copy of the special fishing permit for 2026, which is a prerequisite for processing the application. Upon approval, an annex to the previously concluded agreement will be prepared.

Applications will also be accepted at information points, which will be launched after the upcoming regular information meetings organized in Łeba, Ustka, and Władysławowo. The dates of the upcoming meetings can be found in the "Meetings with fishermen" tab.
Payments will be made as soon as possible after the date of submission of a correctly prepared application – within a maximum of 60 working days.
Compensation Eligibility Criteria
- General Criteria
- Compensation is granted per vessel and distributed according to the ownership share of each shipowner.
- Applicant Criteria
- The applicant must be either a sole shipowner or a co-shipowner of the vessel.
- The applicant is required to submit a correctly completed application form together with all the required information, statements, and attachments.
- Vessel Criteria
- The vessel must hold a valid special fishing permit for the years 2024 and 2025 and for 2026.
- The vessel must have been engaged in fishing activities in the area where the offshore wind farm is being built and in the 500-meter buffer zone in 2018-2023 (fishing squares: N7, N8, O6, O7, and O8). Fishing data must be confirmed:
• data from the VMS system – for vessels over 12 m in length
• data from catch reports – for vessels less than 12 m in length
- The vessel must be in operation during the compensation period.
The one-off compensation payment also covered recreational boat owners who operated in the area of the offshore wind farm or the underwater cable connection route in 2018-2019. The compensation was a one-off payment of PLN 35,000. The amount of compensation was determined based on: the average annual number of anglers in 2018-2019, the ticket price of PLN 150.00, and data from the highest-earning vessel as 10% of the average annual income.
The call for applications and the payment of compensation to recreational boat owners have been completed.
Compensation Value
The value of compensation under the Baltic Power Transitional Compensation Scheme for commercial fishing vessels depends on the length of the vessel.
Compensation for the construction period of the Baltic Power offshore wind farm is paid for each year of work. The first compensation payments, covering the period from November to December 2024 and the entire year 2025, have already been paid before the start of installation work at sea. Compensation for 2026 will be paid in accordance with the Baltic Power system in the next round of applications.

Cooperation between offshore wind farm operators and the fishing sector is crucial in the context of energy production in the Baltic Sea.

LIVELIHOOD RESTORATION PLAN
This document, titled Livelihood Restoration Plan, has been prepared by the Investor as part of the Baltic Power project to ensure that the impacts of potential income loss are managed and coordinated in accordance with the requirements of the Code of Good Practice for the Coexistence of Offshore Wind Farms and Sea Fishing.
This includes managing the potential impact on operators and crew members of commercial fishing vessels and marine tourism vessels conducting recreational fishing trips, whose livelihoods may be affected by the project—e.g., due to fishing activity restrictions and vessel displacement during the construction of the Baltic Power Offshore Wind Farm.
The document is available for public consultation for 30 days from the date of its publication. Please submit any comments by February 15, 2025.
